Qualify for Lifeline with Medicaid

Medicaid enrollment by anyone in your household qualifies you for Lifeline service. Here's what counts, what doesn't, and how to prove it.

Medicaid provides health coverage to millions of low-income adults, children, pregnant people, older adults and people with disabilities. It's also one of the federal programs that qualify a household for Lifeline.

What counts as Medicaid

  • Your state's Medicaid program, whatever its name: Medi-Cal in California, Medicaid in New York, Texas Medicaid (including STAR managed care plans) and Florida Medicaid.
  • Medicaid managed care plans run by private insurers on the state's behalf still count as Medicaid.
  • Medicaid for any household member, including children.

Proof of Medicaid

Medicaid enrollment is often verified automatically. If proof is requested, use a Medicaid eligibility or approval letter, or a benefit statement that shows your name, "Medicaid" (or your state's program name), the issuing agency and a date within the last 12 months. Medicaid cards without dates may not be accepted. See documents.

Medicaid FAQs

I have Medicaid through a private insurer's plan. Does it count?

Yes. Medicaid managed care plans are still Medicaid.

My Medicaid is pending. Can I apply?

You need to be enrolled when you apply. If your Medicaid is still pending, check whether you qualify by income in the meantime.

Does Medicaid renewal affect Lifeline?

If you lose Medicaid and it was your only qualifying program, you may lose Lifeline at your next recertification unless you qualify another way.
