Lifeline and the "free government phone"

What is a free government phone?

It's a common name for a phone offered by a Lifeline provider to customers who qualify for Lifeline. The government's part is Lifeline, a monthly discount on service. The phone itself is the provider's offer. See free government phone.

Does the government pay for tablets or laptops?

No. Lifeline doesn't cover devices, and the ACP device discount ended in 2024. Combo Wireless's free tablets, iPads and laptops are our offers to eligible customers who enroll.

How much is the Lifeline discount?

Up to $9.25 a month for broadband or bundled service, up to $5.25 for voice-only service, and up to $34.25 on Tribal lands.

Is Combo Wireless a government agency?

No. We're a company approved to provide Lifeline service in California, New York, Texas and Florida.

Eligibility

Who qualifies?

Households in SNAP, Medicaid, SSI, Federal Public Housing Assistance or the Veterans Pension, or with income at or below 135% of the Federal Poverty Guidelines. California and Tribal lands have additional programs. See eligibility.

Can I qualify with an EBT card?

SNAP participation qualifies you. See SNAP / EBT and free tablet with EBT.

Does Medicare qualify me?

No, but Medicaid does. If you have both, your Medicaid qualifies you. See Medicaid.

Can two people at the same address get Lifeline?

Only if they're separate households that don't share income and expenses. See the one-per-household rule.

Which combos do you offer?

Nine: Phone & Tablet, Phone & iPad, Phone & Laptop, iPhone & Tablet, iPhone & iPad, iPhone & Laptop, Tablet & Laptop, Tablet & iPad, and iPad & Laptop. Compare them.

Are the devices new?

No. All devices are refurbished and include the standard manufacturer or provider warranty where applicable.

Do I pay anything for the devices?

No. Devices are free for eligible customers who enroll, with free standard shipping.

Can I choose my exact model?

You can state preferences on the application. Models, storage and colors depend on availability, and we confirm before shipping.

Do tablets and laptops have their own data?

No. Each combo includes one service line on your phone. Other devices use Wi-Fi or your phone's hotspot.

Service and switching

What network do you use?

The T-Mobile network. Check coverage.

What's included in the plan?

Can I keep my number?
Can I use my own phone?

Yes, if it's unlocked and compatible. See bring your own phone.

Staying enrolled

What is recertification?

A yearly check that you still qualify. Missing it ends your benefit. See recertification.

What's the usage rule?

Use your line at least once every 30 days. After 30 days without use you get a 15-day notice, and the benefit ends if the line is still unused.

What if I move?

Tell us within 30 days at support@combowireless.com. If you move outside CA, NY, TX or FL, you'll need a provider in your new state.
