Qualify for Lifeline with SSI

Supplemental Security Income qualifies your household for Lifeline service. SSDI and Social Security retirement don't qualify on their own, but income might.

SSI is a needs-based monthly payment from the Social Security Administration for people with limited income and resources who are 65 or older, blind or disabled. If you or someone in your household receives SSI, your household qualifies for Lifeline.

SSI vs. SSDI vs. Social Security

These three programs are easily confused, and only one is a Lifeline qualifying program:

ProgramWhat it isQualifies for Lifeline?
SSI (Supplemental Security Income)Needs-based payment for people with low income and resourcesYes
SSDI (Social Security Disability Insurance)Based on your work history and payroll taxesNot by itself; income may qualify you
Social Security retirement or survivorsBased on work historyNot by itself; income may qualify you

Many SSI recipients also receive Medicaid, which also qualifies you. See Medicaid.

Proof of SSI

If proof is requested, use an SSI award letter or a benefit verification letter from the Social Security Administration. You can typically download a benefit verification letter from your online my Social Security account. It should show your name, the program, the agency and a recent date. See documents.

Devices that suit SSI recipients

SSI recipients include many seniors and people with disabilities. Some combos are particularly helpful:

SSI FAQs

I receive SSDI, not SSI. Can I still qualify?

Possibly. SSDI doesn't qualify on its own, but if your total household income is at or below 135% of the poverty guidelines, or you also have Medicaid, you can qualify.

Does California count SSI?

Yes. SSI qualifies for both federal Lifeline and California LifeLine.

Will Lifeline affect my SSI payment?

Lifeline is a service discount applied to your bill, not income paid to you. If you have questions about your SSI, contact the Social Security Administration.
